I do not understand the question.
Do you mean "can you level up (gain 1 level) before leaving the Normandy? The answer is No.
You can level up during the first mission on Eden Prime.
You start at level 1 with 1 point each in two talents, and you have three talents to spend as you want.

you certainly can level up the second the game starts , if you use the console and cheat your way to the max level cap in seconds 
if you;re into that of course , but why would you do it? game's much more interesting if you play it manually
