Bug, Spoilers: Lying to Miranda changes council?

Steps to reproduce:
1. In ME1, let the council die, nominate Anderson
2. Import Shepard into ME2
3. On the shuttle ride to Illusive Man, Miranda asks who you nominated.
4. Lie to her and say you picked Udina

Outcome:
She accepts your answer as truth, and it seems to actually make Udina the councilor instead? When you meet Anderson later on, a dialog option says "I should have picked you". Which makes no sense because Shepard did pick him.

Expected outcome:
Everyone in the galaxy should know who the council is, especially the well connected Cerberus. Lying is an obvious choice here, because Shepard doesn't like or trust Cerberus, is annoyed at the stupid questions, and wants to ****** her off. It's the equivalent of lying about who's president of the United States. She should call him on it and say something like, "Shepard, we would really appreciate your cooperation here. We know you recommended Anderson" . To which Shepperd replies, "Then why'd you ask"?

It's not a lie. It's a gameplay fix for a problem with imported games.

ME1 creates its endgame save for import BEFORE Shep's decision for Councilor. The decision doesn't get imported properly, at least not without mucking with your save files. In order to preserve that decision for ME2, BioWare created the Q&A with Miranda and Jacob so the player could flag whomever they chose in ME1 as the new councilor for ME2.  

tl;dr: It's not the game's fault if you pick Udina in ME2 ;)

What Sable Rhapsody said, plus also IIRC it works the other way round as well and you can pick/allow Udina to be Councillor and the revise it leaving Lazarus Station in the shuttle.
