It was on 360 for Mass Effect 2, as much as I love grinding through those two games to make all the choices sometimes I just want to play mass effect 3. Has Bioware said anything in regards to why they haven't released it on PS3 and 360 yet?
Why isn't the Genesis comic available as DLC for other platforms?

There is on the Wii U version, which makes sense. Just like it did for the ps3 release of ME2. But 360 also got the genesis comic later.

From my perspective as an Xbox 360 and PC player if i were starting from scratch with ME3 even if Genesis were made available for ME3 I would always use Gibbed Save Editor over it because the options with gibbed are vastly more extensive than an 8 minute interactive comic could ever be.
Edit: If you have the PS3 versions I can understand the frustration but you really should have some decent ME2 saves by now anyway.

Save a ME3 save to an Xbox formated USB stick. Use USBXSTAF to extract the xbox file to your computer and then open this file with Modio and extract from it the 001.sav file and edit this file in Gibbed Save Editor for ME3.
After you've saved this file replace the original 001.sav open in Modio with the moddified one and then press finalize or whatever it's called.
Then use USBXTAF to replace the original xbox file on the USB stick with the one you modified in modio.
The only thing you have to remember is to use a save where shepard is out of combat on the normandy and you'll be fine.
