Also I removed the hipfire reticle because it's annoying, now I get a better view and get to rely on my mental center of screen crosshair like a nerd.

Most of console players say that, but in fact, the cheating rate on ME3 MP on PC is very low.

We all cheat, we mod our games so we have "l33t no spread aimbot accuracy wallhaxx" and we all cap our frame rate at 15 FPS when hosting to make sure the AI is as non-aggressive and as inaccurate as possible.
We also tweak the sync kill chances for enemy units, so they are unable to sync kill us, we also have infinite grenades, instant recharge on powers and shurikens that deal 100,000 damage per shot.
We also record platinum solos and speedruns which are only possible because of our l33t haxx and post videos on youtube and BSN with our OBVIOUSLY modified ini. files for everyone to see. Because that's what clever people do.
On a more serious note...
The only change I have made to anything MP related is increasing FOV from 70 to 100, which makes the game feel a lot less claustrophobic when sitting right in front of a 1920x1080 monitor.
I tried the whole "omni-space bar" splitting, but I'd played for too long with space bar doing everything so couldn't get used to it, and (unfortuantely) still encountered situations where I would press my key for interact (separate from take cover) but would still take cover ANYWAY, despite having split the keys...
When I found out about the hunter mode overlay edit, I considered using it, but I figured hunter mode doesn't really bother me so never bothered.
I've seen a couple of people who have videos using custom skins, but I'm not sure if other players can see them in game, so if I've played with people using James Vega instead of the destroyer, I would be none the wiser.
I cannot give accurate figures on PC cheaters, but out of 2000 games I've encountered 2 of them; one who was a blatant cheater who wanted easy credits, the other who just wanted something cool (such as a shotgun high-velocity barrel on his typhoon). Reported both of them.
My guess is, that cheaters aren't very common on PC; there is no PVP, so there is no real ranking system that people care about. As for N7 / CP cheaters, they usually get weeded out and reported pretty quickly. The usual M.O. of cheaters is not to have a maxed manifest, the usual M.O. is to appear "superior" to everyone else; which is why cheating on PC is usually reserved for shooter games with leaderboards, as I would think cheating in a PVE game would get dull rather quickly; and if the people cheat "sensibly" (i.e. private lobbies) then they would get bored of that pretty quickly too is my guess.

You probably forgot to delete "Exclusive Use" from the shared action command in the c.bin.

Using existing commands to send primitive "text" chat messages to other players using the UE3 console = bannable offense.
Mashing your space bar so you can sprint while carrying the pizza, making retrieve objective waves much shorter = perfectly legit.
The joys of being a master racer....
Ah well, Bioware must have their reasons.

Yeah, as far as I'm aware RoF modifications even work off host, damage modifications do not however.
