Why is Garrus so loved?

As for the character himself, he compliments Shepard well, very loyal and what not, plus I love the infiltrator class so he's cool in my books.

In ME2 when Paragon Shepard might feel alone, and unsupported, Garrus arrives and offers unconditional support. His AI also seemed to be programmed to protect Shepard, I can't even number the times my shield failed as an Engineer and suddenly Garrus was there standing between femshep and harm.
In ME3 Garrus grew up, and is fully Shepards equal and definitely the BFF. Though you have to think about his skills if you play on Insanity...chose similar options to playing Platinum MP and he rocks.
In character terms he is our wingman, going from ally to friend to BFF/lover over the series. Loyal is his middle name. Definitely my first choice for a team mate in all games.

I've played all three games and Garrus was a pretty cool guy throughout them all, but never stuck out to me than "Yeah he's pretty neat". But whenever I see him mentioned by anyone else it is always "THE BEST SQUADMATE" and "I USE HIM EVERY TIME IN ALL THREE GAMES". It is a general consensus that about 80% of the community is like this, to where I have Garrus at a solid fourth for the male characters, liking Thane, Zaeed, and Mordin more in that order.
Now sure I get why people would like Garrus as much as I like Thane but it is hard to understand the appeal personally. He's always just been that wingman who cracked a few jokes.
Thane is one of my favorites as well. I enjoyed talking with him in ME2. He was a spirtual person. I like those kinds of people in real life, so it was really cool to have someone like that in Mass Effect.

I like Garrus but it did annoy me that he was in ME3 as a squaddie over Miranda, given his lack of plot importance, but hey what can you do.
I'll have to admit rather have Garrus than Miranda if I had to pick. Nothing wrong with Miranda however.

You can trust him to be Garrus. You know where you got him and you know he will do whatever it takes and stand with you to the end. That's a good friend to have.

What I have to say I don't get is the romance with him. I like to think I'm open minded, but he looks like both a cat and a dinosaur. But then I am a male. I suppose what I think makes him cool, others think makes him charming. ...Not judging, not judging.

Garrus is a smooth operator and a certified badass. He doesn't spend his time chewing the scenery with epic speeches; he gets **** done. And his the only guy you feel you can give a brofist.
Frankly, from a personality standpoint, Garrus is more relatable to me than Shepard.

In ME1, I thoroughly enjoyed his conversations on the Normandy about the morals and ethics of being a Spectre and Dr. Saleon's experiments but I never felt like taking him on missions outside of the ship because I liked Liara, Ash and Tali a lot more.
In ME2, I thought, "hey look, it's Garrus. Perhaps we can have some more of those really interesting conversations on the Normandy again." We didn't and I still didn't feel like taking him on missions when there were other characters I wanted to take more.
In ME3, I finally got bitten by the Garrus bug. I got bitten by everyone's bugs. BioWare did such a fantastic job with the crew/ally relationships in this game that all the characters I was never quite sold on before (like Wrex and even Kaiden) suddenly grew on me a whole lot more. Garrus feels like a best friend in ME3; he's your bro. They really hit that 'followed you through the gates of hell and back twice, never looked back' companionship.
I went back and replayed ME1 and used a lot more of Garrus and Wrex and actually talked to Kaiden on the Normandy between missions instead of just ignoring him and leaving him to die on Virmire and I was very pleasantly surprised and wished I had taken the time to do so when the game was new.

I'm actually tempted to go back to ME1 and keep Kaiden in a playthrough now, just because of how often I shafted him. I mean In all the games I gave every squadmate a chance, even Vega (no offense Vega fans). Just with him it was always talk to everyone BUT Kaiden, and then boom, gone.

I personally don't mind Garrus, but I do believe that he is greatly overrated.
