Probably because he's an everyman who is literally programmed to change personality via Shepard's own moral slant. Fans tend to gravitate towards characters who stroke the PC's ego. It's the same reason that those who oppose, betray, or dislike Shepard tend to be hated and ignored by fandom.
Is that really true? I always went Paragon so don't know about Renegade. But you're saying that either way Garrus was always backing Shepard up? Never a disagreement?
I don't know if it makes an actual morality alignment check. He just seems to have approving or at least non-confrontational dialogue no matter what choices you make.
It's pretty much true. In ME1, Garrus will align him towards whatever morality you chose, basically subordinating himself to your opinions (and ending with whichever choice you make on his personal mission). In ME2, Garrus ends up doing the same, taking his 'revenge is good/bad' from Shepherd's choice in the Loyalty mission.
And in ME3, Garrus has no development and basically is amiable to anything you say... including the genophage choice and screwing over Wrex. Or choosing between Geth/Quarians.
I can understand needing a character who isn't giving Shep a lot of crap, I guess. Not my cup of tea, but I understand it. Sometimes at first those difficult characters are harder to adjust to, but I end up liking them more in the longrun.
Unfortunately in ME, that's the vast majority of the cast. Characters who will stand up to Shpeherd over anything are rare- characters whose backbone applies to more than one topic are even rarer.
