Is this possible? I want to start a new character with the comic but want to make sure I can get everyone's loyalty.
If you can indeed do this, is there a preferred order for doing all the loyalty missions?

Yes, because the NPC loyalty is down to doing their loyalty missions and nothing else. Any order you like.

you might get too few Paragon/Renegade points for the Miranda/Jack & Tali/Legion duels.

Whan you do Mirandas loyalt mission do Jacks right away. That way you won't have choose one over the other.
