Pretty sure it's discouraging foes.

That little thing really needs to shut up. It starts whining the instant someone steps outside of its radius (or cloaks for a second). It's pretty grating with the announcer complaining at you too.

The drone says stuff like "discouraging foe", "assisting friendly forces", "movement at max velocity", and "require additional power from omni-tools".
It says other stuff too, but I don't remember at the moment lol

I always found Batarians to be strangely polite, considering they're known as slavers. They shout "With pleasure!" and "Fortunate!" Doesn't scream a-hole race.
