Assuming single player, I would say neither.
Cryo Ammo is best left to the squad (take Squad Bonus at rank 4) unless you are planning some Cryo Explosion-focused build where you freeze with Cryo Ammo and then explode with Incinerate.
I think AP Ammo is also pretty worthless on an Infiltrator unless you really want to take down armored enemies a little quicker. You have Sabotage > Incinerate for massive power damage against armored enemies, plus the Damage from cloak (+90% from rank 4 Damage) will increase your weapon damage potential considerably.

There infiltrator tends to appeal to both the "shoot em up" crowd and the "caster" crowd.
Whilst sabotage followed by incinerate is actually a really good strategy, some players may prefer to focus on the shooting aspects of the class.
Personally, even then I wouldn't go for armor piercing ammo, but it is still pretty useful against health and armor. In addition those riot shields a not a problem so you can ditch that piercing mod and replace it with an extended barrel.
If you want to deal with armor and health bring James Vega with squad incendiary ammo. It's not an ideal solution if you don't like James Vega as a character, but incendiary ammo is just more useful.
Shoot enemy with incendiary ammo, then launch your incinerate tech to detonate fire explosions. In addition incendiary ammo has damage over time which armor piercing ammo doesn't.
I'm not the biggest fan of cryo ammo, but this is a crowd control ammo. It weakens armored targets, slows down shielded targets (correct me if I'm wrong) and it freezes unprotected targets. Squad cryo is also a sound strategy.

You can also take the Damage Combo (6b) evolution of Cryo Ammo, which increases damage to frozen targets from all sources by 50% and weakens armor of chilled targets by an additional 25% (50% weakening total). I was recently running an Infiltrator, got to Menae, and easily took down a Brute with just weapon fire with Cryo ammo at just rank 2.

Ever since the last patch, full damage Disruptor might be even more appealing since the AMR's were buffed and you can one-shot various protected targets.
