I get that Bioware will never repair the broken Paragon option for this assignment, so I instead would like any information on the possibility of hex editing a save to close this out myself. I'm not well versed in how this can be done, and if anybody has any information that could help or could point me to a resource that would be helpful in doing this, it would be much appreciated.

Okay I've been playing around with different permutations of this assignment in the ME2 save editor. A quick and easy fix for the paragon route convincing Ish to quit is to simply add another Int32 value to the quest history, found in the raw data of the save game file, under Mass Effect 2 Plot Table. If anybody still cares about this, here's a step-by-step guide for you:
1. Complete the assignment with the Paragon option with Ish. This will leave the assignment open, but the summary will state both packages were given to Ish.
2. Open the save file with the ME2 Save Editor, and open the Raw tab.
3. Under the "3. Plot" directory, expand ME2 Plot Table, close to the bottom locate Quest IDs
4. Open this and you will have an Int32 Collection Editor open listing the quest ID values associated with each quest you've acquired, in the order you've acquired them. Locate the quest with 9672 as it's integer, this is "Packages for Ish". In the save I was experimenting with the quest was number 89, but this will depend on when you acquired it.
5. Now open the QuestProgress table located right above QuestIDs, and find the quest number associated with the assignment, 89 in my case. On the right hand side expand history.
6. There should only be 3 members in the bugged option, 0, 1, and 2, with 0, 1, and 2 their respective values (assuming you gave him the first package). Add a new member and assign it a value of 4. This will add a completed flag to the assignment and close it out in your Journal.
I imagine that there is a Boolean value associated with the quest that should have given a different completed description to the assignment that never flagged properly. I would like to find that value to create a proper fix (assuming it exists), but with this you can at least close out the journal entry for those that actually wanted to do this assignment this particular way. I don't know if this is in ME3 or not (haven't played yet, but planning to, no spoilers, please!) so it probably doesn't matter anyways, but I was always annoyed by this, so I hope this is helpful to anybody with similar sentiments.

Does it have influence on ME3 or any other reason you need to "close" the case?

The Mass Effect Wiki doesn't indicate that it appears in any way for ME3. This always bothered me because I wanted to do it the bugged way, but it never closed in the journal. For me it's just a closure thing.
