Do encounters scale in difficulty relative to party level? If not, which order you do quests in will be extremely important...

I'm honestly not sure which way to answer. At times it seems as though they do, and other times it doesn't.
In the Circle Tower, my first playthrough with a mage I completely beat down the entirety of the Fade no prob, (went there after doing Redcliffe village).
Then in my second run I went to the tower first to get Wynne early and had a lot of trouble in the Fade, however I was using a rogue and I didn't put my talents in the best places I could have, whereas mage is a little more forgiving in that aspect. So it could have just been using a different class with non-optimal configuration.
I'm tempted to lean towards they do scale since the game does seem to encourage a bit of freedom to go wherever you like instead of a linear sequence of places.

They do, within limits. Orzammar and Denerim are two of the highest level zones, while Redcliffe and the Circle Tower are the two lowest after Lothering. You will notice your enemies gaining levels with you--archers gain scattershot, Revenants gain Mass Pull, etc. The level is set from the time you originally go through the zone, so if you start on an area at level 10, decide it's too hard, and come back later at level 15, everything will still be level 10. Including the loot.

I wonder if I could reach the Landsmeet at such a low level that archers didn't have Scattershot yet. Hmm.

Very good replies, thanks all. I find it hard to imagine doing Redclliffe village fight at level 6 though... I barely made it with a level 8 party, and next time will not come before level 10 at the earliest!

I was just attempting the Redcliffe village fight at level 6 and posted that I was having difficulty and got mocked for my ineptitude.

My first game I did exactly that... it was a rough fight, and only had my PC and Morrigan standing at the end, but I did one-shot it. I'm not entirely sure why people insist you shouldn't start there. I didn't think it was any easier when I did the mage tower first on other playthroughs.

the forest makes a good starting point, though the werewolves at the end are difficult

does all of this mean, that if i go to the dalish to buy elfroot at a very low level (and even go in the forest to do the bow/arrow thing), then return much later to clear out the ruins and forests.. all creatures and loot in forest west/east+ruins will be low leveled?

Yes, all will be locked at the level you originally zoned into the area.
