Out of those two I'd pick Infiltrator. You can play close quarters or long range with it, and the cloak/gadgets provide quite a bit of interesting strategies. In ME2 for me Adept was by far the most fun/rewarding to me. Vanguard can do some sick things, but it got boring for me quickly.

Power is hard concept to describe. If we're talking about what class dominates when played optimally, then I agree with your scale. If we're talking about which class can be played blindfolded and is a snoozefest, I'd probably say the soldier sits at the top followed by the Engineer.
It's probably worth pointing out that an ME1 Singularity Vanguard and an ME2/ME3 Shotgun Adept are basically the same class... it's certainly my favourite character route through the series

Soldier is the best class because it can handle anything. It's just way too versatile.

I have concepts for both engineers and infiltrators, so I'll probably go with those (and maybe even a soldier too, depending on how impatient I get with insanity mode)

I have to be honest, I don't do Insanity runs on ME1 anymore. Been there, done that, got the achievement. I don't need every single enemy in the game sporting Immunity to artificially make the game "harder." It just becomes a pain.
