Is this for an Infiltrator?
You can get away with it. It is nice to have Sabotage though to hack a random turret you may have not seen, or to get the Tech Vulnerability bonus against larger targets.

Take both.
Spec sabotage for tech vulnerability.

I'd recommend energy drain for any infiltrator that intends to snipe a lot. The shield gate on higher difficulties can interfere with killing centurions, marauders, rocket troopers etc, especially if you're using a single-shot sniper. You can rely on team-mates' overloads of course, but that leaves you reliant on their cool-downs.
You can afford to skip sabotage if you intend to play a weapon based infiltrator, but as others have mentioned, tech vulnerability makes all subsequent tech powers cast at the target deal double damage.
If you have ED as a sniping infiltrator, it's entirely possible to get by without any points invested in the passive (health) tree due to ED's shield regenerating effects, even on insanity, thus opening up points for sabotage.
If you're playing as an engineer, tech vulnerability sabotage becomes even more useful.

If you want to be more reliant on sniping, definitely bring energy drain.
Remove those pesky shields.
Restore your own shields (because your shields aren't restored during tactical cloak)
Stagger the enemy.
Line up the perfect headshot whilst enemy is staggared.
Also if you're into sniping but not very proficient, bring a second weapon, and don't be afraid to use it.
Your sabotage will come in handy should you decide to have a psudo-engineer moment where you exploit incinerate and energy drain.
Sabotage with tech vulnerability followed by incinerate or energy drain is a great combination.
Remove those pesky shields.

I agree that you can get through the whole game with the Mantis. But if we now have the MP versions of the Widow and Javelin, you will be doing a whole lot more damage than the Mantis each shot against the large enemies. It should be noticeable from something like Ravagers on up I imagine. No they aren't the bulk of the enemies, but since ROF is the same, why not go antimateriel rifle?RedCaesar97 wrote...

Of course, the biggest problem is actually availability, since you don't get the Javelin until Rescue Koris, and the Widow until Thessia.

Nevertheless, RedCaesar97 and capn233 both raised useful points regarding sniper rifles in single player.
Regarding energy drain and sabotage, I don't think there should be "versus".
This isn't Mass Effect 1 where putting points in "power a" means sacrificing points in "power b".
In Mass Effect 3 such a dilemma doesn't exist.
Max out both sabotage and energy drain. Sabotage is very useful even if you don't exploit the tech vulnerability.
Energy Drain will keep enable to restore your shields whilst staggering an enemy and removing their shields.
Sabotage will do some damage to organics, make organics unable to use their guns, setup tech bursts, make a target vulnerable to tech powers and turn synthetics into temporary allies. This is why RedCaesar97 and capn233 love to praise this power. Sabotage packs so many functions into one handy neat little power.
Both sabotage and energy drain seem like swiss army knives. They both have a variety of functions in combat. So any mission, any faction is good for both sabotage and energy drain. Max out both, use both.
