Black Widow hands down. Although the Widow is my old buddy since ME2. I have both at X, but still take out the good ole Widow from time to time.

With phasic rounds, as long as you have a high level BW, the Widow is completely obsolete.

EDIT: Fully read OP. In that case, if you can't use phasic, I still say BW.

Black Widow. Disruptor is a good substitute for Phasic; it also stuns and sets up tech bursts.

Black Widow 100%

Black Widow. I used both for the sniper challenge and the feel of the BW is just nicer than the normal Widow. Plus you get three shots instead of one before reloading.

On a point of the Black Widow, at X it has 25 spare shots. Do the math without reloading before you need to and you have one bullet spare when you're close to being out of ammo. Either round it down to 24 or up it to 27...

Black Widow, because the widow is a bit overpowered for mooks. But the black widow, one or two shots per mook and less reloading in between mooks.
