I find them very unpredictable with their movement pattern and never truly know when they have me marked for death while on the move.
When they are standing still they are quite different. Easy, even.

All other enemies can be avoided / countered once they are seen. Primes will stunlock you whether you see them or not.

Geth Primes are horrible and I really hate having to deal with them. But Geth Primes don't teleport through a wall, screech into my face, yank me ten meters through the air across a room and one-shot me before I could possibly react.
For all the Geth Prime stunlocking-turret-spamming-BS I've seen happen, I've seen just as much if not more Banshee magic-teleport-magnet-hand-instakill BS happen, and I'm more afraid of the one that I can't be revived from an encounter with.

They are the only enemy I specifically consider when setting up a character, for kits that don't have a good natural way to deal with them.

Im sure this was a desired effect from the Devs. I noticed it the other day when I became real cautious when I ran into one prime, and moved to the opposite side of the map when I saw a second....
It's not the Prime, it's those pets. That turret is no joke.

Now it's praetorians, still working on a technique to taking them down solo.
So far blowing their mouth plate off and firing the scorpion into it seems to work.
edit:
Why are the Phantoms such a problem? You just hit 'em and back up then repeat the process.
If they cloak walk backwards and be on your guard, or spray some bullets around to disrupt their cloak.
The trick is to not be close and if you charge with a havoc or vanguad, you immediately backup
