It's really just using a complex strategy. You said some people think it's bannable, but I've never heard that from anyone. Even the guy who called it an "exploit" didn't think it should be banned. He just expressed that he hoped spawn mechanics would be different in the next game.
As far as nuking spawns goes (whether or not you've forced them), using a missile on a spawn is a useful tactic for bringing down the wave budget, but it's not any mechanically different than nuking 5-8 enemies that have overrun a hack.
When have you heard anyone say they thought either one of these things were/should be bannable? If they knew tactics like these (because tactics is what these are, not glitches) were not bannable, what arguments did they offer that they should be?

What I haven't tested is if two people can hit the glitch at the same time (so that you could have 2 people outside the hack circle but registering as being inside of it). In theory I don't see why not. But again, not particularly comfortable using this glitch unless I'm trying to solo (because I suck at soloing). It feels a little cheaty to me.

I have been accused of cheating, for rocketing spawns...
Spawn control nukeing, requires compliant teammates to do, so no direct complaints are likely.
but bringing up any other points that I considered posting is not something that I want to do. what would be the benefit?
I think it works to classify it as exploiting, or making clever use of game of game mechnics.
And I think friendly debates are great so no worries

I don't know if this glitch is map specific. But any player can activate this glitch. You MUST be within the hack circle while the hack is activated(could be activated by anyone). Then you must exit the circle very quickly. It will still count you as within the circle. This is tricky if you are not hosting and there is lag.
