Gather a huge amount of credits, 10- 15 millions and SPEND IT ALL TOGETHER, you will see some of your UR maxed.
People say that it doesn't work with the RNG, but my experience has been totally different.

Max manifest means all your weapons are at level 10, right? i have all the URs just not lvl 10s
Anyways, just read through some of the responses. Thanks for offering with tips. I do save up a bunch and then spend. it just seems odd that the second an UR character is available, i get it but i can't max out my weapons? I'm hopelessly stubborn at times and i just want to max out everything.
Regarding some of the other posts, this is pretty good therapy. If i'm being shamed by the gaming community..i can only imagine what the people who don't appreciate games would say.

The only ones you don't have maxxed are promotional weapons. You can only get 1 per week for the weekend challenges.

man, are you serious? i didn't know there was a different class of "promotional" weapons. I never really read up on any of this. I played the hell out of this game and scanned wiki from time to time but never recalled a "promotional" class of weapons. Dude, I don't even know what OP stands for...co-op? Origin poster? I know what a troll is and no i'm not trolling. I never really participated in any of this until now. I love video games but i don't know anyone for real who does so i never get to talk about any of it. I wish i posted here sooner.
