Yes i did. Before you do her loyatly mission everything is this:

- " your decisions are wrong"
- " no talking, we must act as professionals"

After loyalty mission:
- screw TIM
- let's be friends
- revealing everything about myself and my past
- sex time
Garrus's plot development in Mass Effect 2 is this:
- I killed a lot of mercs
- I got my whole team killed
- I remember we used to do cool stuff together
- Help me kill me ex-co-worker

<_< You can do this with anyone, it doesn't mean anything. Miranda's development is strong because she moves (for the player) from being percieved as cold and calculating to slowly showing who she is, and, if you romance her, that - behind her facade - she really cares about people and wants to care about Shepard. In ME3, her development is stunted because she doesn't move on from the "sister/daddy" plot line to show us something new and interesting about the character. More than most other chacters, an open "I love you" moment would mean a lot from her, because it shows her really letting her guard all the way down (she does this if she dies, I understand, but I would never let that happen). Other than that, she had plenty of material with her background at Cerberus and history of genetic engineering and personality traits that could have been used to great effect, even if they were not in the course of ME3. But in ME2, definitely a strong character.
In contrast, Jacob is a weak character. He is 1-dimensional. We see a situation with his father that promises to open up something new, but instead he seems to be over it (no signs that he is secretly broken up about it or anything) and still just says "cool guy" stuff without any substance or personality. Jacob is a blank slate with very little written on his character.
