 Yes you can use official mass effect 3 screenshots, your own screenshots from the game, and your own original content.

What you can not do is go to some website like deviantart and rip off something from there and put it on your own banner.

Brilliant! This is will be great to see. Knowing the community, we may have a few new banners that completely blow away an of the existing banners in-game. Some really amazing ones, you know? Not to say Bioware's aren't. But you know how community made content can be, just look at Tiberian Oddessy, or Day Z, or Mental Omega, or Trisay's art overhaul for GTA SanAn, makes it look better than GTA IV! Here's to hoping we get a really good looking Krogan banner! Wooo!

Lol ok, thanks for the clarification. I've been a victim of DeviantArt ripping a few times, and I would never do something like that. Looking forward to making some awesome designs.
