Download the template provided by Bioware on the blog, it has the faded edges incuded.

I haven't used GIMP in a while but wasn't there a filter that precisely did the faded edges?
You could also simulate it with a soft brush I guess, though that'd be annoying.

That's the size of all the banners in game, you can see it for yourself in the N7HQ page. They are stretched in game obviously.

You definitely don't want to submit the final entry with the text, that's only so that you can see how it'll look like. You can leave the text in different layers if you submit it in .psd format, but certainly remove it all if you submit a flat image.
