if i didn't find her in the circle tower, can i still get her after lothering?

Yes, she's in the mage tower I believe when you go to recruit the mages for your army or what not

Really? You can't help but meet her in the Circle Tower, and you don't go to the Circle Tower until after Lothering.

No, the building with the ogre in Ostagar is the Tower of Ishal. the Cirle Tower is something else entirely.

She is in the base camp before you go into the Tower of Ishal, but all you can do is talk to her a bit...as far as I have found at least.
