I went back to the circle to complete the watchguard of the reaching quest. I did that and then the weirdest thing happened. The game suddenly skipped to a dialogue screen with the dwarf girl who wanted to join the circle. She was asking If the circle would allow her to join etc etc. All the dialogue clearly wasnt meant to take place within the circle as it was about her getting permission to join the circle. The girl is always outside her fathers shop in the commons at orzammar. So I said yes and hey presto, 2 quests completed in one go.
