ME4 needs to be able to be modded by the fan community. The fans of the ME universe are resourceful, creative, and many are even highly skilled at modding games. The next iteration of the Mass Effect series will be crafted on a new engine. Now is the time to craft it so that it can be modded by the fans at large. Let us create new missions, let us create armor and weapons, let us create scripts to do what we want to do.
BioWare did this with Neverwinter Nights and it was a rousing success. They can do it again.

I discussed this with Ninja Stan a while back. Most of the tools they use to make the game are third-party tools. Releasing Creator's Tools, while not impossible, would be quite difficult and costly because of licenses. I don't think they'll do it for ME4

I agree, but I doubt we'll ever see that again.
