Sudden level-up.... a bug?

Hello all!
I was in Orzammar (later in the game, when you go there to ask Dwarves to join your cause as a Grey Warden) with my Dwarf Warrior (main character), and had Morrigan, Shale and Zevran in my party, all of them at level 12, with more or less 2000 on 7500 experience points.
Well, I wanted to switch Zevran for Lelliana, so I opened the party modify menu... and when I came back to game all the members of my party suddenly got a level-up to level 13... is this a bug?
Or this happened because my Dwarf Warrior had reached lvl14 just a pair of minutes before, and the game itself automatically levels up your party characters if their level is too far from your main's?

The leveling system is goofy, you can get level-ups like that if they lag too far behind and you gain a level. It's not a bug. The level recalculation is triggered when you go to swap party members.

Well, at least you can change your party members whenever you want: for example, if you want to use Sten later in the game and never fought a single battle with him, you won't have the trouble to play with a low level character....

But certainly, this level up system is still a bit goofy
