I mean, if Falere was special and she was the key to creating some kind of line of super-banshee, then I guess I could see a good reason to shoot her. But really, I can't really go beyond indifference to where she goes at that point. Samara's motivated primarily by the ridiculous code over whether or not Falere is predisposed to hurting other people, so there's not much help there. And with the commandos, well they didn't have the luxury of being able to sift out survivors from that mess, especially since they obviously had trouble surviving themselves. There's no way of telling what they might have decided if they were able to both neutralize the remaining banshees and pull at least one ardat-yakshi out alive, but that's not really my concern either. The asari high command isn't calling the shot there anyway.
Asari high command gave up that decision when they went crying to Shepard to fix the problem for them.
