I copied this off of the internet and set it up with my own toggle button (mouse button 5 I believe, on my Logic MX518 it's the foward side button ), which acts just like a selector swich between semi / auto.
On AutoHotkey's website there's a list for the codes of all the buttons, just replace"~Xbutton2" with whatever you want to use.
"SetMouseDelay 12" controls the inverval of clicks. 12ms is optimised for ME3, any lower you will actually decrease your ROF.

I don't have a pool of great weapons; to fully exploit the advantage I'm using Mattock 5 with extended magazine and piercing mod (don't have barrel mod). Just pop marksman, hold the trigger and unleash a stream of bullets on your enemy's forehead.
I built my turian soldier around marksman, headshot, weapon damage and stability; with a autohotkey script clicking left mouse button for me once every 12ms, it's like a poor man's Cerberus Harrier, but with dead on accuracy and no recoil.
Sometimes I switch to Arc Pistol just for fun, great damage against just about anything, but I must say ammo burns down a little too fast on the pistol, and I can easily toggle between full-auto and charged blast on close quarter and long range targets.
I've also tried Phalanx, even though it wasn't fast enough to deal insane amount of damage, the accuracy and low recoil really helps headshots, with extended magazine it's quite practical.
Lastly the Predator pistol, it's insanely fast and accurate when marksman is active...imagine N7 Hurricane without the recoil and inaccuracy. The damage is good enough to dominate a bronze game, and what more fun than running around and strafing enemy to death with a pea shooter?
I have yet to try the semi-auto snipers, probably not fast enough, and frankly I'm not too fond of a high-powered scope;
And shotguns are not fast enough (or have a big enough magazine capacity) to accomodate this method, although some shotguns work very well with marksman, namely the scimitar.
