Not necessarily strange at all. In Danish, we use commas to separate decimals and seeing as our languages are relatively tightly connected, you probably do the same then you and me write 1.000 for a thousand, whereas English speakers will write 1,000 (so weird, but what can you do ).

As for the topic at hand, I have no reasonable suggestions to what he meant by that, I'm afraid.
