He doesn't really have a defined character or compelling background, so whilst he's not bad, he's just overshadowed by far more interesting or prolific characters on the Normandy.

I think why he joined Cerberus should have been far more prevalent in his dialogue and interactions. Like Shepard, he's with Cerberus as someone looking to do some good, but wasn't allowed to by other organizations like the Alliance. He's been in the same situation as Shepard, so he'd have worked as more of a down-to-Earth advocate of the advantages you can gain by allying with the Illusive Man, contrasting with Miranda who would be more of an advocate of Cerberus's ideologies, compelling you to work with them because of what they stand for.

Maybe a connection to the human, more personal side of Cerberus, to the people, rather than the goals.

Jacob is certainly a character they could have done more with.

But the human male lead characters always get a lot of hate (Anomen, Carth, Alistair, Kaiden, Jacob), and are being called boring and/or whiny. The romance thing in ME3 was completely unnecessary though.

I liked him well enough in the iPhone app preceding the release of ME2.  I liked him on the Project Lazarus station.  I hated him when we got him on the Normandy and he swapped "open & receptive" with "closed off & cold".  If I had to hear his "Already?? I'm not big on pushing these things..." one more time I was going to slap him.  EXCUSE ME for bothering to talk to you on my fcuking ship.

..........yes, he had potential, back when he was a different person on the Lazarus station.

@Barquiel - Alistair was pretty universally liked, though he was the rarity.  I think self-deprecation automatically makes them likeable to chest-thumping male players, though I'm generalizing here.

I agree that Jacob fills that "role" but he doesn't do it as well as Kaiden or James. To me, both Kaiden and James are stronger characters with more personality, flaws, and redeeming qualities that I can see, feel, and relate to. Jacob felt very one-dimensional to me. He was seemed like he was just there to say "bro" things to Shepard, his character never really moved from where he started. I like to rag on Javik, but he's actually an alright character from a writing perspective, I just don't like him personally. The problem with Jacob is I cannot find a way to like or dislike him at all (unless I was a fem shep and he cheated) - there is too little of him there.

They (Hudson and Mac) butchered many of the ME2 character Jacob, Miri, Thane, Kasumi. These characters were given cop out cameos and statistical ems numbers. Their romances were lame. I can't imagine being a femshep and romancing Jacob- what a tool and d-bag he is in ME3. Please.
Thane dying and just waiting to die on the citadel is awful. Miri, gets some more, if not streamlined attention than the others but not much. And none of the potential carried over ME2 romance options not being able to come with aboard the Normandy is dumb and a mistake.

But back to the OP question. Yes. Jacob had potential but like many things in ME3, it was wasted.
