Please do not place spoilers as to how exactly Tranquil are made (I do not know it yet) but assuming that a part of the brain dealing with emotions is deactivated, could Tranquil engage in "emotionless" sexual relations?
In Mage Origin story, a Tranquil tells the Warden that he is capable of the same bodily functions as a regular person. Do you think that includes reproduction?
A more focused questions is: Do Tranquil feel (experience) a sexual urge?

My answer: yes although they would probably picture it as just that: fulfilling an urge, not unlike eating when hungry or drinking when thirsty.

Interesting question. Tranquility doesn't seem to affect their bodily state so much as their emotional state. I would guess that they probably still have the ability to do the deed (at least males.. because they probably still.. you know, produce stuff >.>) but don't feel any urge or pleasure from it.
If you tried to proposition a Tranquil you'd probably just get a blank stare >.>

I don't know about sexual urges but I'm sure if the physical stimuli is there I don't see why they wouldn't... rise to the occasion. But I don't think it's something they would want/seek out.

Question 2: They're lobotomized, not castrated. So they should be able to reproduce.
Question 3: Probably, I'm sure they feel other bodily urges and respond to them or they would just become catatonic and die (I wonder if they do this sometimes). We combine emotion with urges, but there are animals that respond to instinctual stimuli without feeling any emotion at all. cockroaches run away from movement, but they aren't scared in the same sense we are.
