how do i attain this? i've gone to denerim before at wades and it was there. but i have a 19 dwarf who just killed the high dragon, got the first drake scale armor( evons mail wasnt there in the first place) and i still cant get it.
I used the leveling glitch to get to 14 and i've done redcliffe and urn of sacred ashes.
is there a special trigger to get this?

I believe you need two treaties completed and also make sure you haven't shut down the shop by turning in both sets of drake scales.
Since you've completed the Urn questline, you should just need one more. The Mage Tower and the Elves are both fairly short... at least, compared to your other option, Orzamar, which is a very long questchain.
