No one is going to make a better claymore, because as it is, its room for improvement is nill. No one likes using it as it clearly leaves the user in a poor situation due to such a powerful overkilling single shot.

If you can give me one example, bar the fury / valkyrie, where power cooldowns matter more than the punch of your weapon, then I'll happily listen.
The only instance I can think of would be the warlord; stupidly long CD on biotic hammer benefits greatly from faster recharge speed, however I'm struggling to think of any class which will actually lose damage by taking heavier / more powerful weapons over shorter cooldowns, given how little damage powers do by comparison.
