It says both are 100% downloaded but everytime i try to do the golem quest it says it is downloading. And i don't know how to get the blood armor.

You can try reinstalling the game or the DLC, I had some issues with it when I first got it but I think those were just release day rush issues. I don't know how far along you are in the game but when you are able to go to your camp (top right of travel screen) there should be a dwarven merchant that will sell it to you (yes I know it sucks that you have to pay virtual money too). Other than that I can't really help you.
