Personally, I think the writer of that article (and perhaps you as well) are reading between the lines, and twisting his words a little.
I don't even think his comments are particularly arrogant - they are true. Halo:CE had a great deal of features which were very outlandish compared to FPS standards at the time, and which immediately became integrated into virtually every FPS made following (e.g. regenerating health, 2 weapons limit, weapons balanced much more than old school FPS games, exclusive grenade AND melee buttons rather than having to cycle to them or have them take up a weapon slot, vehicular combat set-pieces etc.)
Heck - Aliens:CM got bashed by a few reviewers recently for allowing you to carry every weapon in the game, which now seems to be considered outdated, broken, and confusing by modern standards.
Also - Halo WAS originally a computer game (albeit, for Macs), and only became a console game in the last part of its long development cycle because Microsoft bought Bungie. Halo was also released on the PC after the Xbox, and it bombed (same with Halo 2).
If Destiny isn't coming to the PC - it's because it has been considered, and a decision has been made that it won't turn enough profit over to make it worth their time - the same thing could be said of Halo 3, ODST, and Reach (though I'm sure elements of that were Microsoft stepping up the rivalry with Sony, making their top selling games even more exclusive).
