Priestly said the DLC is available after the Citadel Coup and before Cronos Station. I would wager a guess that in order to get the former squad in the DLC you must have first run into them in game. So I while Rannoch is good, you probably wouldn't get Miranda until you played it after Horizon.
My reason for this guess is that it makes no sense to see the squad in the DLC then run into them in game and have them act like they haven't seen you in forever. Though Miranda is off and on the Citadel during her hunt for Oriana so I don't know. Jacobmanecer would be even more pissed for rekindling with him then having still him dump you later on. Though they probably get locked out of the content anyways. Same with Thane. I wonder if Legion is available if you do this DLC during the Rannoch arc.
I agree plot wise about the urgency, so after Rannoch seems like a good place. But right before Cronos Station (if you want Miranda) is good too as it is literally Shepard's last chance to take a real break. All she/he gets after that is the LI scene.
