Actually they really wouldn't have much of a choice to take some time off. You see to resupply a ship the size of the Normandy with items such as food, fuel, ammunition, etc - it would take DAYS. Not hours, DAYS. They're pretty much stuck on the Citadel whether they want to or not. Unless you plan on taking on the reapers with insults stopping to take a break (for many reasons) is a neccessity.
However this reasoning will go unnoticed by the "woe is me" crowd but eh whatever

1) The Casino is full of infinitely repeatable mini games -- poker, black jack, craps, roulette, pool, Texas hold'em (call it Armali Hold'em), let's have a bowling alley. Complete with Asari waitresses in skimpy outfits feeding you drinks all night. (let's hope they fixed the drinking animation cowboy)
2) A place where you can cash in stuff like guns and armor if you run low on credits.
3) Night club with a dance floor and a mini game where you teach Shepard how to dance. femShep learns to dance like an Asari or Jack! manShep like whoever knows how to dance on that side of things.
4) A bank where you can put your credits and earn interest with no early withdrawal penalties.
5) If you get bored you can go shoot holo bots in Pinnacle Station.
6) Your crib. Nice sound system full luxury. A place for you and your LI to go after a night of partying and .......
This should be one DLC where you can pop the disk in and waste 2 or three hours playing mini-games every night while the galaxy burns. You should never have to see the ending. PARTY!!!!!
If it's like this TAKE MY MONEY!!! I will play past the coup and party on.

But no matter when you play it, it's going to be unjustifiable.
Why? War is 90% boredom and 10% hell. We see Shepard during the "hell" portion most of the time. If players can headcanon what their Shepards do during his/her downtime, then it's fine for BioWare to allow us to see a little more of it, too. IMO
I know how you feel, Jade, but a lot of players have said they don't want a happy ending for that same reason. It doesn't make sense. A lot of ME3 doesn't make sense. At least this DLC is less dark than the rest of the game and should provide some good moments before we send the Reapers and their master straight to hell.

1) Only one ending(destroy) would allow people to experience Citadel. People would complain that "Bioware chose a canon ending, and that they don't care about the fans, EA, etc. This would be extremely unfair to those who chose the Control, Synthesis, or Refuse endings.
2) Why did no one complain about in Mass Effect 1+2 when Shepard was dancing in clubs or playing Quasar while Saren was looking for the Conduit and the Collectors were abducting colonies. Or in KoToR where *spoiler* Revan* is fighting in the arena, while Bastila is kidnapped. Or in Dragon Age: Origins and Skyrim, where your main character is reading books and picking flowers while an evil enemy threatens to destroy the world.
3) Regardless, the Citadel is extremely damaged after ALL the endings making any sort of R and R on the Citadel impossible, unless you want Shepard to play poker with the Normandy squad on rubble and ash.
This isn't meant to be an attack or anything. Just a rant over something I've seen very commonly expressed on these boards.

Some people made some good points about having to take time off due to eg. the normandy supplying.
In addition there is also the fact that human beings (presumably aliens) can only take so much time in a stress full environment without rest without breaking down.
There is no difference whether it's a small war, a big world war or an even bigger galactic war for the ones involved.
Thus it really is a silly and unrealistic argument that there can be no happy end or no down time.
The analogue being that soldiers (or anyone) never got drunk, had a party or fell in love during world war 2. Actually we shot the traitors for having fun and playing cards while getting shipped out or waiting for their thingymobob to get repaired.
Oh wait... that would be far out, silly and unrealistic right?

Julius Caesar, while a strict disciplinarian on the march, would occasionally give his troops time to 'revel' when their duties had been discharged. He once famously remarked that his soldiers fought well when reeking of perfume.
In Helmet for my Pillow, an excellent first person account of combat by a Marine during the Second World War, the author devotes a large section of the book to his time in Australia between battles. He refers to this period as 'The Great Debauch,' with most of his time spent getting drunk and womanizing.
Ships also need to return to port eventually to restock and refuel.
It would make sense for the Normandy occasionally to 'dock' for similar purposes, and for some of the crew to get a little downtime while in port.
