Naw, that was just the preferred combat mode. If he wanted the Juggernaut could pack quite the wallop.
I'm sure he could, but game-play wise they never melee'd.

Nice, thanks for the info. I wonder if this guy will be the closest thing we get to a true tank in terms of how the threat mechanics work now, as he'll be spotted early on and remain in enemies' firing arcs most of the time (once he reaches them).
