Odds are good there won't be a female quarian in the DLC, nor will there be a female Krogan.
I just pray that the ladies being added to the roster aren't relegated to power spamming to be effective.

The fembot is most likely an Infiltrator, so the chance of them all being pure power spammers is slim to none.

That just seems like not wanting to count them as weapons users for the sake of saying there are less weapons users, to be honest.
Their powers augment their weapon damage, not replace it. The vast majority of their damage still comes from their weapons, except for certain Shadow or Huntress builds.
My Human/Turian Soldiers and Quarian Marksman all need to constantly use abilities to keep their damage up as well, and the Turian Soldier even uses Proxy Mine on a regular basis(or should be for maximum damage against boss mobs).
Remember even if she uses abilities, if the AIU has an accuracy boosting ability she automatically gets on the council of weapons masters =P
Weapons experts that just wap a power on and leave it aren't common at all, though. Tactical Cloak, used aggressively, is a weapon souper-upper. Just like Marksman, just like Adrenaline Rush. I don't think it's fair to argue that infiltrators are a power class at the same time as lauding soldiers for their weapon-dependent playstyle.
