It's probably nothing, but when I saw them, I was reminded of this quote from Leviathan:
"It created an army of pawns that searched the galaxy, gathering this data. There was no warning, no reason given when they turned against us. Only slaughter."
Could these enemies be the catalyst's pawns that Leviathan mentions?
They look somewhat synthetic, with the legion style antennae on their backs, but are unlike anything we've seen so far. It also fits the citadel theme.
I'm probably completely wrong though.
EDIT- As kindly pointed out by Millsenberry, it's equally possibly that they are not synthetic at all. The backpacks also resemble the keepers. As servants of the catalyst, they could be an organic race and similarly controlled/created, using modern weapons and the cover of the armor to blend in as normal.

Other possible explanations mentioned in the thread-
Elite troops guarding the citadel- Given that the mission can only be accessed after the coup, perhaps the council resorts to desperate measures, stationing these troops around the Citadel. Logo on the arm doesn't match any previously seen council iconography, however. Seems more probable that they are opponents as well.
Special forces/black ops/rogue element etc. of any of the more humanoid races- Batarians, Humans, Asari, Drell. Motives unknown.
Armax combat arena bots/opponents- Synthetic or organic enemies, who can be fought in the combat arena mentioned in the DLC description. Again, logo on the arm does not match the armax symbol.
Reaper minions/indoctrinated
Raloi- Seems unlikely
Cerberus Infiltrators/mercs
Previous acquaintances out for vengeance- Toombs, etc Hard to say who fits the bill and is guaranteed survival to this point in the trilogy.
Keepers- Could actually be a derivative of the keepers themselves, sharing the same origins and master.
