Here's some unused dialogue between Shepard and Bailey in the game files...

there might be some batarians but not the fleet of Batarians. Who knows it might be Balak, might be Tim, might be the reapers, or a new shadow broker

i did say it might be batarians but not balak, hey for all we know it could Citadel Council trying to stop shepard from winning against the reapers. If it falls under list of enemies that wnats shepard it could be any of these:
Collecters= Reapers
Cerberus=Reapers
Batarians=Revenge
Keepers=Reapers
N7= who knows
Citadel Council= Control or reapers
Geth=Reapers
New Shadow Broker=?
Starbrat=unknown
Protheans=?
