Because most of humanity doesn't know that Shepard actually has a plan. Plus think about the Illusive Man, he practically wants to destroy Shepard for the Reapers.

It's probably nothing, but when I saw them, I was reminded of this quote from Leviathan:
"It created an army of pawns that searched the galaxy, gathering this data. There was no warning, no reason given when they turned against us. Only slaughter."
Could these enemies be the catalyst's pawns that Leviathan mentions?
That was also my exact thought when I first saw that image. But I'm grasping for straws as well. We should probably not expect the story to be relevant to the war.

Still don't get why humanity would want him dead, it's not like he is going to help the Reapers or Cerberus. Knowledge or lack off Shepard having a plan does not justify anything.
TIM wants Shepard out of the way, true, but the soldiers are not Cerberus. I mean they could be, disguised in new uniforms, but highly unlikely.
It could just be an explanation off why Udina was trying to kill the Council. They go into the archives and find that info. Or, and i am sticking with my first and second choice, Batarians seeking revenge or Harbinger sending in indoctrinated troops.

Its possible the 'pawns' mentioned by leviathan covers several different, but related life forms, such as the keepers and these...things. That keeper 20 incident certainly proves there is a lot we don't know about them, and that they can be dangerous.
Perhaps I should update the OP to mention all the different possibilities everyone has mentioned.
