If they are of the same faction as that crashed ship in Leviathan. It's actually almost likely that it's some kind of Catalyst Special Task Force. People have just learned not to question what they actually do, like with the keepers and they have been searching for the Leviathans to eliminate them.

In the DLC, that might be what you are studying up on in the Archives - the mysterious Citadel(the AI that inhabits the citadel's) Taskforce.

They remind me of the security force from the Arrival DLC in Mass Effect 2.

It will be interesting to see if bioware would tie one DLC so heavily into another though, what with all the references to leviathan.
