Even if that was the case it wouldnt help
Since you technically would see the packs without the DLC so we cant cut the server reference, and we also cant have "dual"

Thanks for the reply.
I thought if the game knew the art was on HDD via the DLC it would bypass this wait time. Though considering it's actually not part of the DLC that could raise some issues also.
Ahhh well, I'll avoid mass pack purchases in the future bar when the final DLC lands, I'm gonna go banana's with whatever I have left

The only thing you really can do is to reduce the file size by reducing the quality of the image. This leads to pixelization of the image, which you can already see happening in the current Arsenal and Reserves Packs images(I believe Commendation too) It doesn't look like they have much room left for lowering the quality of the images however, if any room at all. The pixelization is already pretty big in the images we have.
The best way, which is used by all modern browsers, is by caching the image so that you don't need to re-download it every single time you visit the page(or in this case, the store) but rather only when the cache expires(if it's set to expire) or gets cleared.
I'm going to take a wild guess and say that unfortunately Mass Effect was probably not pre-built to cache images, however.

While five of them are racial based (Asari, Krogan, Geth, Turian and Salarian), the other two are rather interesting. These are the are the 'Punisher' and 'Admiral' Banners.
Kudos to Yatsufusa and their thread here. While nothing concrete, they are interesting to say the least.. Especially Punisher, which shows not only a human in zaeed's armor and a special helmet, but a green biotic toting Collector (who looks like a Protoss to me.), assumingly a thrall. No idea what the Admiral banner would be though.
If these Banners really are true, they show us the following:
- The Six 'Main' (assuming more than six) characters are the five we know, Plus the Collector Thrall.
- There is a human in Zaeed's armor and helmet. Whether or not they are the Talon Mercenary is not known, but given the rough appearance of the suit compared to how well equipped the Talons appeared in Omega it is doubted.
- The poses these characters are shown in are likely their Character Select Screen poses.
- The Krogan Warlord has some sort of tech armor variant. It's considerably smaller than that used by other Sentinels
- The Geth Juggernaut has Three eyes. I was right, man!
- Each Racial Banner has three different characters appearing on them. With this in mind, three different Salarians are shown on the Salarian Banner despite there only being two salarian classes. While they all look the same, we might be getting some 'recycled asset characters', with at least one being a Salarian.
- The 'Admiral' banner may be for the base game and N7 humans.
- Assuming the Zaeed tribute character is not the Talon Mercenary and then assuming that there is a third Salarian with recycled assets, this means we will be getting at least eight different characters.

Thought I'd written that tid-but in there. It's likely the racial banner for the alliance/N7 kits. With all these races getting special banners one can assume others will as well, the question is:
What will these banners be called? 'Assassin' or 'Hunter' for the Drell? 'Merchant' or 'Stockholder' for Volus? 'Suit-Rat' (that's a joke, son!), or 'Fleet Marine' for the Quarians? 'Savage' for the Vorcha? 'Guerilla' or 'Privateer' for the Batarians? Who knows!

Most likely assuming the Punisher banner is true, but it feels odd.
Look at the human mercs in Talon. They have some pretty solid armor. the Zaeed Tribute as I shall forever call them? Not so much. It's wierd. nevertheless we won't be certain until tuesday!

Asari have five different classes. Huntress, Justicar, Base Game one, Base Game Two, and the Valkyrie. And only three turians appear on the Turian banner.
So I'm not sure what you're exactly trying to say here.
