If it's banes then that's a Cerberus connection. The combat operatives in the screenshot are not Cerberus.

Those are the only factions we fight in the SP game. 

So going on this line of thought, then it must be a brand new never before seen enemy faction.

Indoctrinated C-sec agents, I tell you this dlc is about meeting the Catalyst for the first time and going though the citadel archives and getting some background on it.

come to think of it the catalyst is on the citadel, hes the bad guy, and the "conspiracy" is confirmation of the indoctrination attempt

but revealing anything substantional, would blow the storyline. if the "thing" is involved, it will only be mentioned as a sidenote.

Personally I think it's the oldest enemy. Bioware. They wanted Shepard dead all along. They did kill him in ME2 and at the end of ME3.
