My bet is on the Collectors for this one. Those humans could easily be indoctrinated thralls that guard the bowels of the Citadel, giving the Collectors security while they go about being nefarious and all. This would also assist in the prospect of Harbinger getting a speaking role in this DLC, something many fans have been asking for.

Not just collectors but collectors made from the original Protheon scientists that traveled from Ilos to the citadel.
