Can i upload a new character i made in the actual game, or can i only upload ones made through the CC?

I just don't think it's working right now.

Pretty sure you will be able to eventually when the servers are not being hit so hard and maybe a few other issues get fixed. Doesn't make much sense to have all the details about your character like background/spells/skills/achievements/level if you can't upload that information.
