Omega (Aria sliding aside). Followed by LotSB.

probably lair of the shadow broker just cuz i'm infatuated with Liara but Bring Down the Sky has some really killer moments and "atmosphere" in it.

I may not like Liara, but LotSB was the best by far. Best story, best villians (Vasir WOOT!!), plus driving a skycar was the best thing ever.

Here are my general thoughts I've been meaning to post.
Worst to Best: Mass Effect DLC:
The following DLCs do not include Weapon, Appearance, or Multiplayer Expansion Packs, only Story, and the Extended Cut also doesn't count due to it having should've been included from the get go, From Ashes is, however, included.
12: Pinnacle Station-Adds nothing at all, and is just a single player horde mode. It's fun, but completely pointless. 6/10
11: Firewalker Pack-Adds nothing, but unlike Pinnacle Station, it feel more like an addition. This DLC feels more necessary with Overlord in mind, but alone, it's just a cool vehicle, some decent missions, and a cool cabin item. 6.5/10
10: Normandy Crash Site-Though not important, it adds a nice touch to ME2, and the feels. 6.5/10
9: Omega-Don't get me wrong. I like Omega, but the real problem here is the size, and price. Omega is 2gb, and $15. It felt smaller then that, and it feels overpriced. It's a fun experience, but in the end, it feels like you didn't even freed Omega even though you did. 7/10
8: Arrival-Quite controversial due to how it ends. The bridge between 2, and 3 is fairly good, and has an epic, and depressing final scene. But it's overall major fault is actually not adding much to ME3 at all, an feels pointless to do. 7.5/10
7: Bring Down the Sky-The first DLC. It's a really fun DLC with a really dire concept. Not to mention the first appearance of Batarians. Not only was this DLC cheap, but it added a damn fun story to the already golden original game. 8/10
6: Zaeed: The Price of Revenge- The first additional Squadmate, and a real favorite of mine. A fun story that adds to the lore regarding The Blue Suns. 8.5/10
5: Kasumi: Stolen Memory-Though I like Zaeed's character more, Kasumi is another great character, and has a sad backstory. The only reason I like this more then Zaeed: Tge Price of Revenge is because of the mission. It's like James Bond, and has info regarding the more of the universe then just the standard lore. 8.5/10
4: From Ashes-Zaeed, and Kasumi perfected. An important squadmate, call backs to ME1, and revelations about The Protheans. The only real problem is this should not be paid DLC, and should've not have been cut for Day 1. 8.5/10
3: Overlord-This is a great DLC. A fun, and interesting side story that has a sad ending. Not only does it improve the importance of Firewalker, it also has a really cool concept that may be a foreshadowing for the future. 9/10
2: Leviathan-This is the DLC I've been hoping for in ME3 other then the upcoming Citadel. Not only do you get a better understanding behind the Reapers, you also see who created them, and experience a fun mystery. Plus it also adds context to the endings if you pay close enough attention to detail. 9/10
1: Lair of the Shadow Broker-As a Liaramancer, this DLC makes ME2 even better. Not only is it damn fun, it adds a lot for a single DLC. 2 boss fights, a mini hub with lots of info, new characters, a new Race. It's even better if you romance Liara. 9.5/10

LOTSB. No DLC has truly impressed me since LOTSB.
(Not saying the others were bad, but you get the point.)
