I have all of his equipment...helm, breastplate, gloves, greaves, blade, shield...and I gave him a pyre...yet the mission does not complete.

I read about the bug on wiki...but it doesn't tell me how to fix it.

Now of course...all my saves are after the fact...so I can't revert back and fix it even if there was a way...but I want to know what I need to do so that I can prevent this from happening on any other play through.

How much completion xp am I losing out on?

The workaround if you encounter the bug: first find the necromancer (he's 'stuck' somewhere) kill him then wait for the journal entry to updated BEFORE looting him. Then things will play normally. Alternatively I believe you can sell the kings items to a merchant, leave the merchant, return to the merchant and rebuy the items; then you can return to Cailan's body to gain the normal interactive dialogues.
I don't believe there is xp to gained for your choice of the disposal of Cailan's body, just approval gains/losses.
