Personally, I'd guess it's shats and giggles - all the asari on the banner are characters in poses that are already available. If they were adding new asari, I think they'd want to showcase the new girls, rather than bring out the Retaliation lot. On the asari note, do you think that might imply another asari in the DLC? We have a ton, but Thessia got kicked in the pants, so it makes sense. And the Council races all feed into the Council Operative Banner anyway, so...

This is kind of tenuous, though - I'm basing it on the ideas that "and more" suggests more than six characters, that Chris Schanche was asked about his favourite class and could "narrow it down" to four which barely counts as narrowing it down if there's only six, and I seem to remember a developer saying something along the lines of "all these characters will be about on release day," which might mean there are other characters who won't be. I think quite a lot of that might be wishful thinking on my part, though. q:
Short answer - I live in hope!
It's been stated that all the new characters will be released at the same time. I live in hope as well that the Punisher spotlighted characters are the all-new skin/design kits that are being rolled out to show off and there will be a few more that will be coming along for the ride.

Frankly, even if all we get are the six characters in the Punisher banner, that's still a pretty good haul by my book. It looks and sounds like the team have been putting a lot of time and effort into making each kit new and unique in a way they couldn't have done with the sheer number of Retaliation characters. A lot of the Retaliation kits are among my favourites in the game, and I'm glad they took the time to give old powers new applications and make the most out of the assets they already had in stock, but if it has to be quality over quantity, then yeah, I reckon I can deal with that!

Looks like we're only getting around six kits. I'm ok with this. I'm kind of curious, though; will there be new Salarians? The ones on the banner look like three OG Salarians. I doubt those are the new kits.
