Harby is pretty corny but if he wants to play cards with my Shep I'll let him sit in on a game or 3.

No real reaction. It has no place in the story, and just randomly dropping it in somewhere isn't going to change that (nor improve the ridiculousness of its behavior at the end).

They should just throw him in as fanservice. Who cares at this point?

Have a cutscene with Harbinger floating outside the Citadel Window and Shepard and crew can look out at him. Maybe Garrus takes a shot with his sniper rifle then shrugs. "Worth a shot", he says. Shepard chuckles and shakes his head. . "Good ol' Garrus, you never change", laughs Wrex. Tali teases Garrus about needing better calibrations next time.   Laughter resounds through the room.  

The Normandy crew tosses back another drink as they resume their game of Skyllian Five.

Meanwhile, Thessia is burning and every minute is a desperate fight to survive for Anderson and the rest of the galaxy.
