Because this is not Bioware, but Origin aka EA? That's always been the case for delays in DLC and Patches. 

Bioware is EA. It's not an independent company which it was before.

I don't think they meant EA did it on purpose, but it was a result of EA (in)action/policy which turned a preventable problem into one which caused a delay. 

Underpaid tech monkeys causing subpar people to be working on the Origin side of things being just one possible explanation.

Not sure the exact reason, but it makes sense.  There is no way it takes longer for them to put it on the PC then the xbox 360, think about it.  The only thng that makes sense is, they dont want PS3 owners to look like the guys in the back.  Otherwise we would have it.  Makes more sense then a "bug in the system".
